香港眾志就班尼迪克•羅哲斯先生被拒訪港入境之聲明 Statement Regarding Benedict Rogers Being Denied Entry to Hong Kong

英國保守黨人權事務委員會副主席班尼迪克•羅哲斯於2017年10月11日下午在香港被拒入境。羅哲斯先生因計劃在港與香港政治人物會面,而曾被中國駐英國大使館警告,最終被禁止進入香港。


羅哲斯先生一直都是我們的戰友,他在各香港民主議題上在外國為香港發聲,更在雙學三子入獄後以絕食行動聲援。 香港眾志非常感謝他一直以來的幫助和勇氣,特別是在最近民主派訪問倫敦的行程上提供極大協助。我們譴責中國政府的干預,以及香港政府拒絕英國公民進入香港的決定 - 羅哲斯先生以前從未被拒入境香港,因此這是嚴重鎮壓人權的跡象,是「一國兩制」被進一步侵蝕,也違反了「公民和政治權利國際公約」。


香港眾志要求入境事務處和保安局解釋為何拒絕羅哲斯先生入境;香港眾志促請國際社會,特別是英國政府,監察「中英聯合聲明」的執行情況。如中國的專制手段不受制衡,只會影響越來越多的外國公民,讓自由和人權進一步崩壞。

Ben Rogers, a key British figure in human rights and Deputy Chairman of the Conservative Party’s Human Rights Committee, has been denied entry to Hong Kong in the afternoon of 11th October 2017. On the basis that Mr. Rogers would be meeting with particular political figures, he was warned by the Chinese Embassy in the UK and was consequently barred from entering Hong Kong.


Mr. Rogers has been a dear friend to us, especially to those imprisoned, as he stood up for them and the cause of Hong Kong’s democracy overseas. He went on a hunger strike against the political prosecution of Joshua Wong, Nathan Law, and Alex Chow back in August. Demosisto is very grateful for his help and courage, notably for his assistance in the pro-democracy camp’s recent trip to London. We condemn the Chinese government’s intervention and the Hong Kong government for denying a British citizen the right to enter Hong Kong - Mr. Rogers has never been denied entry through all his past visits; this is a sign of serious suppression of human rights, further eroding the framework of ‘one country, two systems’, and breaching the ICCPR.


The Immigration Department and the Security Bureau must explain why Mr. Rogers was officially denied entry; Demosisto also urges the international community, especially the British government, to monitor the execution of the current framework as stipulated in the Joint Declaration. The Chinese authoritarian arm to clamp down on liberties and human rights will only extend should they be left unchecked, and will only affect more and more foreign citizens.


It is now the time, not only to defend the rights of Hong Kong people, but also the rights of one of their own.
